What exactly does this tech do for my navy?
Historically, rifled... well, rifles, were more accurate than plain smoothbore guns. Since a cannonball is pretty much an oversized musketball, that should apply to cannons as well.

In reality you must ram a patched ball down a rifled muzzleloader.
Since flintlock rifled guns are substantially harder to load than smooth bores, slowing firing rates to perhaps 1/2 or more, I would expect rifled muzzle loader naval cannons would mean your ships woould be frantically trying to ramrod a 24 pounder ball down for 1/2 and hour or so, while the enemy took you by the stern...
it wouldn't be pretty.

I looked through the tech and unit stat tables: seems that the tech just gives you prestige, so I guess you could skip it.
Give the tech to the AI and watch epic-length naval battlesfrantically trying to ramrod a 24 pounder ball down for 1/2 and hour or so![]()

Well, you need that tech to research Sheet Lead Cartridges, which give -5% misfire and -5% reload time...
