Default Auto management of tax bugged?

Usually in other mods, i set it to auto manage, and the governor automatically lower the tax rate when the public order goes in the red.

In SS this doesnt happen, and i lost a city for the third time without being warned beforehand. The city was garrisonned, had a governor, and was under my control for quite some time. But the taxes were set to very high and the system didnt automatically adjust it to prevent revolts...

Is this normal? Which file should i modify for the governor to auto-lower tax rate when things go red?

In cases I use automanagement I always set the priority to "growth" which means lower taxes. Imho high taxes bring no benefits.

[...] when compared to the higher tax income due to population growth later on, effects like earlier access to trade boosting buildings, chivalric bonuses to governers that can be used to push population growth in castles to develop them faster and in turn to have earlier access to better units.

Yes it's normal I get the same thing and it's incredibly annoying. Basically you're stuck with low tax or very high tax.

Lol no benefits with higher tax. Surely not have more money to build more units to take over more cities which in turn props up your income

That's only a short term benefit. Lower tax = more population = higher settlement upgrades sooner = better units sooner = profit

A good general rule of thumb is high taxes when at war (as unit production is the priority), low taxes in times of peace.

Aside from that I like to have reserves. If I'm fighting with my economy on the low end and get attacked on another front I'm able to raise troops without going into deficit. Imagine getting backstabbed while your 6 elite (high-tax-income consuming) stacks are fighting the mongols and the HRE decides your lease on the border settlements is expired. For the same reason I routinely disband militias etc that have recruitment costs on a similar level to their upkeep cost per turn.
