    Default Town Wealth?

    There are certain buildings that have a '+xxx Region Wealth' and a '+xx per turn'. Is the Region Wealth a one time income or per turn also?

    It adds the xxx to the region right after it is built, then the region wealth keeps expanding with a further xx per turn.

    So say you have a region generating 1000 wealth and you build a building that adds 200 to region wealth and +2 per turn to region wealth.

    Town Wealth for Turn 1 (Building not built) 1000
    Town Wealth for Turn 2 (Building built) 1200
    Town Wealth for Turn 3 1202

    And keeps increasing by 2

    What Lord_Slop says is right.
    The tax you finally get out of town/region wealth is decided by the upper/middle/lower class rate you can set and the government building level you have in that region.
