Tax rate locked in
All of my towns without governors have their tax rates set to very high. I can move a general in there to change the rate but as soon as he leaves the rates jump again, which means I have to heavily garrison the towns to ward off rebellions. I set the "build policies" (which I'm not really sure on how to use) on growth which sets the tax rates to low but it's the only way to keep public order in check.
Is this a feature of SS 6.2 or am I doing something wrong here?

Just turn off auto-management in the game options.

You must have checked auto-manage when you started the campaign. You should be able to turn that off with advisor or in the console or game options.
If you leave auto-manage off you can set taxes to whatever you like and not all generals raise public order. Some will lower it but most raise tax income.

Ah, thanks guys. The option said "always allow building and recruitment" so I didn't think it had anything to do with the taxes. All is well now.

I always use automanage and it's very annoying when its either very high taxes or low taxes only

Unless you have more than 30-40 cities auto manage is not worth it. It does not take much to adjust city income every few turns and being able to set taxes on high at 80 public order rather than very high going to 60 public order or low at 110 etc.
