What do you think will happen to the galaxy when the Imperium collapses, the Emperor dies, and a new Warp Storm the size of the Imperium is created? Hmm? Besides that they would need to expend much energy to do anything of any scale. And only inside warp storms can daemons roam free. A galaxy wide one would do more damage than good.

And the Emperors death won't bring about a warp storm. Slaaneshs birth only caused one due to it being a violent god. The Star Child is a god which doesn't prey on humanity.

Then if Chaos is so weak as you put it then why is the Imperium so scared of it? Why does it burn people on stakes, and exterminatus whole worlds then? These are hardly actions taken for a lesser threat.

I didn't say it was a lesser threat, just that it is not a galaxy wide threat, at least not at the same time. And the Chaos gods weaken themselves to do such a thing.
