yes, navigators controll huge areas on the surface of terra (they controll also everything under them, but...) and when there are people with guns wanting to kill navigators it isn't a wice place to be...

Hey Ulysses, I thought the Underhive IS the slums. You mean there are levels below the Underhive that is even worse?

The foundation of a Hive City are vast and sometimes larger than the city itself. But they are mostly uninhabitable due to all the generators and such. In some cities a mutant underclass resides in the few habitable areas.

That may be but you forget something our dear Necrodermis wearing friend. Even with Chaos's limited ability to enter the galaxy the Imperium is fighting a losing battle against sin and temptation. In areas with high concentrations of Eldritch (Chaos) energies Daemons roam free and can do whatever they want. What do you think will happen to the galaxy when the Imperium collapses, the Emperor dies, and a new Warp Storm the size of the Imperium is created? Hmm? You yourself may be powerful Mr. Deceiver but even you cannot save the galaxy from us if that were to happen.
