racing track gave me another slider for my cities called yearly races, moving it up or down seems to use alot of money (except for yearly races) for some public order, is this the only benefit of racing tracks?

races count towards horse guild afaik.

No, just time and recruit lot of cavalry there. Though it won't be that great a guild for most cities.
