I've had a similar issue that I am unable to overcome, I can only connect to roughly 35% of hosted online games in any game I'm playing. I can view everything just fine on the internet but as soon as I try to join multi-player games in Crysis, Age of Empires 3, Empire Total War, etc. I am only able to connect to a fraction of them. It has to be something to do with either my ISP or Modem, but I've never been able to fix the issue.
I've never not been able to connect to any games at all though, try joining 10 different games in NTW and see if you are able to get into any of them. If you're like me you should be able to get into 3-4 out of the 10.
It's most likely your firewall. Disable it and test.
You will need your Gateway which you find by - Start>CMD>Ipconfig (normally 192.168.1.254) and your routers username and password. If you not sure of the user or password enter your routers make and model number and the word 'default password' into google and you will find a site that lists all the default settings for all the routers (there normally basic User = admin and password = password or something easy). Now enter the gateway into IE or Firefox and when prompted enter the user and password and look around the interface.

Tried system restore already? Can be an easy way out, but then you may run into the same problem if you don't know what it was.
Tried disabling all background software?
windows key+r>type 'msconfig' and hit enter>services tab>click 'hide all microsoft services'>general tab>dot 'diagnostic startup'>click OK>restart PC
That is how you do it
To undo it just get back to msconfig and dot 'normal startup'.
If that doesn't work then I guess we are looking at the hardware/drivers/operating system.

Yep that would be top of the list, check hardware firewall. And Freddie is really onto something when he suggests speaking to ISP. They might actually be causing your probs.
Your router would be my bet. Try making sure you're in the DMZ, or else set it up for port forwarding.
Just guessing here but probably you open the manual then you read it...
Different modems/routers have different procedures for changing settings.
