"Biggest" hints at covers the largest land mass, which could be the British Commonwealth if it was closer binding.
Presumably you mean the most "powerful" or "binding" And that would be the relationship between the US and the UK or the US and the Eurozone, even if only for trade.

National interests will always be put before friendship and treaty. A nation will carefully weigh up its outcomes and possibilities before throwing in support. The exception to this rule is the US and Israel. Thats slavish devotion.
even though every Brit poster in this forum is going to get pissed off, I still think the best all-around alliance is the "special friendship" between the US and the UK. Now watch Ferrets come in here and blow his stack...

I'd say the UK, Oz and NZ is a real special relationship. The US/UK "special relationship" thing was pushed by Thatcher who sold our foreign policy down the river even though she got shafted on the Falklands. We've been taking it up the bum since with the magnus opus being the whole Iraq **** up.
