Well you could do it manually. Go to you RS install and open export_descr_unit.txt (back this file up just in case). Ctrl-A and copy/cut everything and then open a text editor with a "find and replace" feature like MS Word.

Paste what you copied from export_descr_unit.txt and have the text editor replace all: "stat_cost 1" with "stat_cost 0"
Ctrl-A and copy/cut everything and paste it back to export_descr_unit.txt and then save.

All you have to do is reinstall 1.6a or whatever one your using and dont click the 1 turn recruitment button. Dont worry you dont have to uninstall anything just simply reinstall or repatch whichever word you like better 1.6a and it does it for you and nothing is messed up in the game. That worked for me and it works fine.
