Missing Factions in Hotseat

I am unable to select certain factions under the multiplayer hotseat campaign. Ireland and Norway, for example, do not show up under the selection window. Is there a way to work around this and add the factions to the hotseat campaign?

Hotseat mode seem to have less faction choices. the only fix is to edit descr_strat:
change this
