Is lapping.
When units are in combat, barely any of the soldiers in them ever fight. They usually just sit back and let 12 of their guys do all the fighting.
Is there any way to fix this?
Also, which patches are for RTR? FoE?

Well this applies to RTW as well, not much can really be done. It is historically accurate to some degree though. Only front lines fight, the guys in the back (also called the lucky guys) didnt fight until they make their way to the front of the lines.

Right, but they even the front lines are a bit messed up.
RTW has way better pathing.
Why don't they revert to the lapping code found in RTW?
It's because the units are in guard mode. Take them out of guard mode will fix this.
