When you load your save game, select nation which you want to declare war, start to play with it, but don't unpause declare war with them to you, so they are attacker and Emperor will help you instead!
If you're looking at pre-HTTT, just wait a while and you almost always get Cleves or the Palatinate or someone as Emperor. If you're looking at HTTT, if you have a casus-belli, internal wars are allowed until a late HRE decision is met. This only really becomes problematic if you're playing the latest beta which has harsh punishments for non-core HRE provinces.
Honestly though, if you're picking a German minor, you're supposed to be in for a tough campaign. If you don't want that, play someone else.
