why doesn't the DotS team make "unpassable tiles" around cities which were also a port so the invader would be forces to attack the fort or settlement before he could get to the port?

Beware of scoundrels
There is a problem in this. PSF cannot be placed in a proximity of one tile from the port. We are planning to have forts next to most ports in order to represent they were important cities however this problem makes it somewhat hard and problematic to do and thus some cities may not get included as forts.
I must ask, what makes you think that ports were the strongholds of medieval cities? What would be the justification of such setup? The only thing along those lines which I find interesting is Rusichi double-settlements where one is the settlement and the other is a castle and they must be conquered consecutively. That could be simulated with PSFs yes, but it takes up so much space on the map that we don't plan on using it. Instead the landscape will be populated with many PSFs in forms of cities and castles to represent all important settlements on our map.
