yeah that happens... it seems to happen less with the current patch but it still happens
How often does it happens? A crash sometimes can occur. Lower your settings and see if there are still problems

might try removing the mods that you installed.
press windows key + r then type %appdata% go to CA folder>etw>scripts delete the user script
if this is happening even if you do not have any mods might as well verify the integrity of the game (in steam right click in etw> properties> verify the integrity of the cache.

Your laptop is minimum specs at best. It could be heat, too.
1. Follow Moniour MM's link to verify your cache. It will know if the patch is installed.

C:\Users\YOUR USERNAME\AppData\Roaming
just paste that in the windows explorer and your done, go to the Creative Assemby folder then to the Empire folder the Scripts folder delete the user script

No wonder the game does not want to run. Disable/Exit all the program you have running on your taskbar has to buy you over a 100mb of ram by themselves. If one of them decides to run, your game just lost that much ram and computing power, and get enough at once could cause the game to ctd with no message why.
it mean is turn off the anti virus,torrent and IDM ?
About everything but your antivirus. The rest you don't need to play Empire.
