ceff, you can put your questions in one thread, dude.
Every region in the game has one (and only one) city, and every city falls into one of two categories - large or small.
Small cities only allow you to build walls and a government building - and at a certain point you are given the option to either follow a 'civil' building path or a 'militaristic' building path with regards to that government building. Generally speaking, the former path allows you to improve the economic potential of the region and gives larger bonuses to growth, while the latter allows you to build more advanced military units. I rarely use the military path, but I'm almost positive certain elite units will never be available to small cities, and they are limited to line infantry and the like.
Large cities have access to all the building slots, and your progress up the 'barracks' tree is governed primarily by research. So, for example, research 'Military Syllabus' and you can turn your Barracks into a Drill School.
Population has no bearing on any of this - you only have to be concerned with prerequisites (existing structures and/or research) and opportunity costs (money).

Well, if I have to consider your argument, I would say that your research level is not high enough to build further tiers of buildings, because if you have the money needed, you should other wise automatically be given the option to build the next level of buildings.

Edit: if it is the military govenors buildings you are talking about, there is only two tiers.
