Default Why won't the AI nations accept trade agreements???

I'm in a Spanish campaign right now. It's 1755 and I've been trying to set up more trade agreements, especially to my ally France (trade got previously broken by the Dutch). Now France as well as several other indifferent nations will not accept trade, even with offers of tech, up to 10000 gold, and regions.

Note, I have gotten rid of the crappy Spanish king you start with. My relations with france are at +100. I'm also the 2nd richest nation in the game.

    Any ideas?

edit: They finally accepted in return for an island in the Caribbean. It was still very strange how they wouldn't accept it for a while.

Diplomacy does seem a bit strange sometimes, as the same offer one turn can be totally rejected, then the next turn they accept the same deal. I guess there are many factors.

Have you tried presenting a stately gift one turn prior to requesting the agreement?
