Can anyone tell what this PCI card is/does?

Well my dads old workplace closed down like last year and last week what remains of it invited him for a free for all on the company's old pcs. So my dad got a ton of including this thing.
i cant honestly tell what it is. its not a graphics card i don't think; I've never seen this type of connector before.

These cards where made to increase scale size dual monitors etc.
