Well, really, it comes down to the video card 90% of the time whether you can run a game at max, but that system will do fine with a good video card.
The HD 5850 should be more than enough to meet the demands of those two games.
An Asus one here and a Gigabyte one here.
If those are too expensive, you may want to try the HD 5770, but it won't run NTW on max without lag, it'll do fine with Fallout 3 though, or you can try the HD 5830 *shudder*. You could also try the Nvidia cards, but they generally are too expensive, even the GT 2xx ones.
Having a good video card is essential for having a good gaming experience. I would go for a HD5850 or if that is too expensive you can go with a HD5770 but that won't run NTW on absoloute max settings with top Ani-Alias without a slight lag but it will handle it well with 2x Anti-Alias.

@OP, Yes it will kick ass at running those games, and I agree with the previous suggestions about graphics card. The 5850 is awesome, that system you link coupled with one of those will eat all modern games for breakfast.
I have a worse CPU and I can play STALKER CoP at max settings and 2048x1536 resolution, framerate dips to 25 at times... Blows my mind to be gaming at that res... And I haven't bothered overclocking the 5850, and they are good overclockers.

Thats a good set. Just stick a GTX470 or 5850 to it and voila. Mobo is micro-ATX though, might want to change that.
A good deal too... I spent a lot more money on CPU, Mobo, ram and SSD alone-
I have a 5770, and it will max f3 (haven't played in a while, though, plus my cpu and ram is kinda junk, so it lags a bit on my compy), however with that set up and a less expensive 5770 (as opposed to the 5850's mention above) then I'm sure you can max Fallout, but as said earlier it will lag NTW on max some.
What is your monitor resolution? If its low, near 1440x900, then that set up with a 5770 will rip up any game.

I agree with iPwntUrMum
5770 seems a more sensible choice for mid range resolution gaming, the difference at those resolutions compared with the 5850 is not worth paying twice as much for in my opinion.
