This happens to me but usually by the next turn, they go below deck. or when you move them, whichever comes first

Surfing... i have seen em moonwalk, ive seen em jump into the air randomly, ive even seen em commit suicide by jumping off city walls but this is one i seldomly see since i stopped playing campaign.

Yeah I know, and I tried moving the ship away but the guy got stuck there forever. So I had to disband the Phalanx Pikemen in that army

Try to board 2 or more agents (spy, assassin and diplomats) from a ship to land and you'll get this also.

I managed to recreate that. Apperently if you try to put armies directly from the boat into a full stack city and you swap units, thats what happens

Can't help it. At war with Dacia, Thrace and every Rome faction. I have armies running around everywhere. Btw its only the cities in Rome that have that kinda upkeeps. My greek cities get 1000+ income.
