    Default Public order rating

    Hello, does anyone know why in this mode at the beginning of a campaign the public order rating is that high?? i see that is around 200%! It seems to be soo different than classic rome total war in which some times you have to work hard to keep it on 100% from the beginning. So i just think that with so much public order rating make the game starting too easy...anyway...does anyone know in which file i can change it??
