RS2 will NOT be modfoldered - we're using the modfolder feature internally to have faction-specific campaigns.

You could always make a copy of the rome total war folder if you ahve enough room on your hard drive, then you can still play roma surrectum on one of the folders and have all your other mods installed in the other. The mod-folder thing they are doing internally for RS will make the game alot more challenging for the player i believe, which is a good thing in my opinion.
