I am trying to test some things out... hmmm... Where can I find the settlement name list? Because this particular settlement named Neapolis (Rome / naples) could not be found when I did the process_cq Neapolis cheat. Anyone?

you have to put in the (L) so it would be process_cq Neapolis(L) its like that for some settlements that have the (L) in it so if it doesnt work just using the name then check if it has the (L) and add it to the cheat

or check your spelling. For the longest time I thought Halicarnassus was spelled HalicarnaRssus.
Also, is Neapolis even in RS1.6? I don't recall seeing it...
