Could be, but i don't know (i think not)
You should always kill routing enemies, so you wont have to fight them again later, and it is good for the experience of your troops (number of kills)

I don't think killing them on the battelfield in the siege helps ... what does lower resistance to foreign occupation is killing the rebels that pop up later, that has dramatic results.
