Annexing problem in In Nomine

I was playing as vijayanagar.I had two vassals.I annexed one of them.But when i wanted to annex the other it says that you need to wait another 10 years.Why is that?There was no such problems in original game.I vassalised both factions at the same time.

Yes, there's a 10 year cooloff period. I don't know if it was like this in Vanilla, but it's always been that way in IN.

If you send the Annexation requests on the same day however, you can annex BOTH at the same time, and you'll only take one centralisation hit (this has been changed back to a stab hit in HTTT).
