Building query

Why is it that I cant build anything other than Govt and fortification buildings in certain regional capitals?

Is it a bug or am I missing something?

Playing as Prussia, vanilla game & have this problem with W Prussia, Silesia, Croatia and Hungary.

Not a bug ... some regions can be developed further then others. Basically the biggest most important regions can be developed to a greater degree.

Major cities from the era get four slots and a wall slot. Your capital has five, generally; a barracks for your infantry and cavalry, a foundry for artillery, a naval board for a navy, the government building (Which can generally be upgraded into a unique building), and a cultural building.

The regional capitals I listed in the first post only have 2 slots, the govt building and fortifications.

Is this correct or should they have more slots?

No, that's correct. Most regions only have the two slots. For example, in North America, there are only four major cities; Quebec, Boston, Philadelphia, and Mexico City. Every other region I control in North America is two slots; the government building and walls. So there's no bug.
