24 lb frigate vs 4th rate?

Anyone else perplexed as I that the 24 lb frigates are more costly than the 4th rate ship of the lines in both initial purchase and upkeep? The 4th rates have more guns and seemingly can take much more damage? I've run through multiple 1v1 comparing the two directly with the 4th rate being superior in just about all respects. Is this an error in the game? Is the modeling of the heavier 24lb'er guns not correct?

It could be because the 24 pounder frigate is a ship unique to the US. That said, they generally make up the bulk of trade fleet escorts for me.
