Simply because ancient Roman tradition reports that Roma has been found in Palatin hill the ante diem xi kalendas maias aka the 11st day before the kalenda of may aka 21st april of the year 753 bc
Romulus decem et octo annos natus urbem exiguam in Palatino monte condidit, ante diem undecimum Kalendas Maias, Olympiadis sextae anno tertio, post Troiae excidium anno trecentesimo nonagesimo quarto. Decessit anno regni tricesimo septimo. Servius Tullius censum instintui: tum Roma habuit octoginta tria milia civium Romanorum.
Romolus during his 18th birthday founded on Palatin hill a little village, 11 days before the kalends of may, in the 3rd year after the 6th Olympic game, 394 years after the destruction of Ilios. He has died during the 37th year of kingdom. After this in Roma, Senators ruled the town for 5 days. Numa Pompilius had died by a illness during the 43rd years of his kingdom. Tullius Ostilius ruled for 32 years; hit by a thunder, has died burnt together with his house. Ancus Martius has died by a illness the 24th years of his kingdom. Tarquinius Priscus found his death by the hand of his son Ancus, during the 38th year of kingdom. Servius Tullius instituted the census: at the time Roma was formed by 83000 Roman citizens. Tarquinius the superb, seventh and last king or Roma, ruled for 24 years; after this he escaped with his wife and sons. This is how the seven kings of Rome ruled this earth for 243 years, when Roma, in his maximum extension, kept land until 15th miliarius

"Steps to be taken in case Russia should be forced out of war considered. Various movements [of ] troops to and from different fronts necessary to meeting possible contingencies discussed. Conference also weighed political, economic, and moral effect both upon Central and Allied powers under most unfavorable aspect from Allied point of view. General conclusions reached were necessity for adoption of purely defensive attitude on all secondary fronts and withdrawing surplus troops for duty on western front. By thus strengthening western front [those attending] believed Allies could hold until American forces arrive in numbers sufficient to gain ascendancy."
~General Pershing, report to Washington, 26 July 1917
