Interestingly, I don't remember anything about snow in that book, and it has no mention of "snow" or "winter" in the index. Your comments about cavalry in the snow make good sense, though. What about giving cavalry a -2 in snow?
From what I can tell, Eastern horses were indeed nearly the same size as destriers (16 hands), with the caveat that only the largest of the ancient horses would have matched the average destrier. Western horses would have been smaller, but let's remember that the Macedonians had horses that were bred with Thracian horses, who were breeding with steppe horses. That said, the Thessalians performed admirably against Easterners, which makes me think that their cavalry had to have been quite effective.
