You HAVE to run steam, the game integrates parts of steam. You CAN run in offline mode, however.
How did mods for a completely different game become on topic all of a sudden?
There is an "Offline" option in Steams File menu.

I belive that there could be two possibilities.
1 As stated by others you need to switch steam off in the options menu.
2 I believe that at regular intervals NTE (and ETW) need to reconnect to your steam account (bi-weekly?) This means that if you have not been on line or have a very secure firewall the application has not "refreshed" your license. Iseem to remember someone mentioning this feature several months ago.

Well, ETW and NTW require you to have Steam on your computer, and it must be on in order for either of those games to run.
