how to fix the problem in the title

Have you tried running steam?

You can play without steam connection just turn off steam connection as offline in steam file.

Thats what sucks about steam, By the way RTR rocks, I got it yesterday, NO dum steam stopping m from playing that!

If you think RTR is good, you should try EB! Or once Roma Surrectum 2 comes out, try that! It looks incredibly awesome!

You HAVE to run steam, the game integrates parts of steam. You CAN run in offline mode, however.

There is an "Offline" option in Steams File menu.

I believe that RTR in this context refers to Rome Total Realism, a mod for Rome TW.

guys no one know the answer??

I belive that there could be two possibilities.

1 As stated by others you need to switch steam off in the options menu.

2 I believe that at regular intervals NTE (and ETW) need to reconnect to your steam account (bi-weekly?) This means that if you have not been on line or have a very secure firewall the application has not "refreshed" your license. Iseem to remember someone mentioning this feature several months ago.

Well, ETW and NTW require you to have Steam on your computer, and it must be on in order for either of those games to run.

In short no, NTW/ETW won't run without steam. They require it as a core component in order for the game to function. Plus it is their DRM, running it without steam would be illegal.
