Depends on the situation. Fountain Guard are very strong when their flanks are protected by other units.
Dwarven infantry are probably the strongest in close combat but are quite weak against ranged units due to their slow movement.
So you can't generalize things, it all depends on the situation.

I think the Balrog, although there a bodyguard unit and I'm not sure if they should be classed as infantry

Balrogs and trolls (and Nazguls in the custom battle) are technically heavy infantry, so, man for man, they are definitely the strongest. As standard infantry, I would say guards of mithlond, as their defence is really high. The best light infantry I would say are woodland warriors from FROME. They are lightly armoured, but have ap axes and have high defence skill. Against other light infantry they will win, and even against heavy infantry like orcs they are very proficient, if used in cojunction with wardens and sentinels. They are also the best elven unit for dealing with trolls. They have ap, and are the most numerous elven unit.
My favourite tactic now as Mirkwood is to have a front line of archers, with wardens (javelin units) behind, and woodland warriors behind. the archers can normally take out about 1/2 to 3/4 of any orc army before they reach the front lines. as the enemy approach, the javelins take down the majority of the remainders and the bigger units, and the warriors finish off the rest who haven't fled by then.

Dwarves have the best infantry. They're brutal in close quarter fights.

Take them out before they can do any damage, or they'll wreck some serius pain on your forces.

Problem is that they're also quite sturdy, so killing them before they reach you is going to prove yet another problem.

And NO, my avatar is the coat of arms from the Teutonic Knightly Order because they're awesome.

in open battle Id also go with warriors of mithlond over dwarves because the dwarven infantry is slow moving and thus inflexible, you cant get them to where you need them quick enough however in siege or bridge defence id go for an elite dwarven unit.

Balrogs though the stongest unit, are only one unit with limited movement and are incredibly hard to obtain.

Trolls are very expensive and again are not a standard recruitable unit and are hard to recruit (though they are very strong)

If you need to kill heavily armoured units, or trolls/balrogs/mumakil- Dwarven infantry. (Especially Dragonslayers.)

If you want to break enemy lines, Trolls and Balrogs.

If you want to have shock troops, who are available in greater numbers than trolls, berserkers.

If you want flexbile infantry (As in best combination of speed/attack/Numbers/Defense etc.), high elven infantry.

If you want to hold a line, Fountain guards.

I would say Eldar spearmen or Eldar swordsmen, I have a 400 turn campaign with the Eldar and my infantry line is rarely broken, not even by Olog-Hai

i would say the fountain guard is one of the best infantry units.
i had an almost full stack in my rhun campaign and came into gondor over cair andros where i attacked a gondorian full stack, i had more manpower because they had six cav troops which was good for me bec i had four loke spearmen.

well the battle starts and i send my troops right at them, 2 loke shock troops in the center, 3 loke spearmen on each flank, backed by javeline throwers and clan warriors, in the back my loke archers.
everyting happened as i planned except that my two cataphract units got alomst destroyed by their cav until i had my spear wall in formation to bring it over there.
when all the gondorians were routing, the two fountain guard units positioned right opposite of my loki shock troops were still standing with 100+ each, so i surrounded them but they both fought to the last man and caused heavy casualties, although they were under constant fire of my javeline throwers and archers
