Processor: AMD Athlon 64 3800+ / 2.4 GHz
RAM: 1.0 GB DDR 400
I wouldn't try it on that setup, no matter the video card. That CPU is not fast enough to have a good experience afaik...
For the others, the specs are on the right sidebar of the page in the link(under the search bar for CNET).
EDIT: I would suggest upgrading when you can, you could do a pretty respectable machine for ~$500 US probably, if you don't need a new monitor or other peripherals. You would really want a dual core at least for Win7, and more than 1 GB RAM as well.

The processor is fine. The minimum requirements for Win7 is a single core running at 1Ghz. your processor is well over the minimum. The RAM however is a problem, the absolute minimum required to run Win 7 is 1GB of RAM, with the minimum your performance would be poor, especially considering it's only DDR 400.
So yes, you could install windows 7 on that computer, but the performance would be poor due to your RAM. I would wait until you are ready to buy or build a new PC.

With just Chrome running my RAM use on windows 7 is 800MB+ running games and other applications will use the rest meaning load times are extended, my dad's computer running XP with 1GB or RAM and a 2.2Ghz. CPU loads everything slow enough and windows 7 needs more RAM than XP does. Of course you can run win7 with only 1GB or RAM, it's just you're better off with an OS that doesn't require as much.

okay forget the windows 7, if I was to buy 2 packs of these and max out my Pcs Ram how much would my performance be revamped in games and the internet

Stick with xp, there is simply no need to upgrade unless you've got components of thew newest generation. I guarantee you windows 7 does nothing cool or revolutionary, unless your running a dx10 or 11 card there is NO point.
Also i would highly suggest at-least 2 gigs of ram, performance boost will range from minimal to massive depeing on scenario, but that extra gig of ram will just flat-out make your pc nicer to use.
