Most units take 0 turn to recruit, meaning you can recruit 9 units per city per turn.

Do you mean all the units take 1 turn to recruit still? If you did tick it, it should mean that most units take 0 turns to recruit, so for example if you filled the recruitment queue with 9 units of legionnaries(or however many slots there are in the recruitment queue) they would all be recruited when you pressed end turn rather than having to spend 9 turns recruiting them.

EDIT: Souka beat me to it

Maybe this thread will help then, it tells you how you can change it after you've already installed. http://www.twcenter.net/forums/showthread.php?t=175444

I get depressed when I see dozens of stacks in my enemy's territory when I send spies on a recon mission.... Now come to think of it how's the situation in RS2? Are there plain 0 and 1 turn options or is there a mixed one aswell?

If I remember correctly they were saying that we get the choice again, but from what I hear 0 turn recruitment will not cause the AI to "Breed" like rabbits because of the new economy system the AI will be cautios with its money.
