Managing cityes

Hi there, can u hlp me pls:
I started new compain SS 6.1 with latest RR/RC, with option "manage all cityes" turned on. All cityes are free for tax/build managing. Then i fight in some battles, save/reload and cant manage cityes without governers. WTF I doing wrong?
P.S.: Sry bad english.

u can change it in options

This is could be due to a script. Right place to ask would be Real Combat / Real Recruitment Compilation

If this is the reason then his options aren't saved and he has to check his stainless steel cfg and his medieval preferences cfg if they are writeprotected and if thats the case remove said protection.
