I believe you have to have the event of inquisition first.

It might not take that long actually if you had the teutonic order message in turn 60 (equaling year 90 since campaign start) then it will be earlier then that.
If it was indeed turn 60 that means you have 1,5 years per turn campaign bringing you the event your looking for in turn 86 (130/1,5=x) or earlier.
Did this message by chance happen around turn 75 (1191)?
I was wondering the same thing when this message popped up in my Templar game. It's probably one of those messages that provide some historical information about the creation of the Teutonics. They were created in 1190, moved to Transylvania in 1211 to help defend Hungary against the Kipchak Turks, until they got booted from Hungary in 1225 because they tried to place themselves under Papal sovereignty, rather than Hungarian sovereignty.
The Teutonic Order doesn't officially appear as a faction until turn 98 (1225), right around when the Mongols show up.
The above applies to 6.2. Of course, depending on your specific version, it may come earlier or later, though if it follows historical dates, that's about when it occurs.
In my game, playing as Novgorod, they already came to my sight (near ~105 turn)
they attacked Poland, something good for me, so I allied with them
but they lost and invaded my lands, besieging Vilnius
(there is no Lithuania left, I conquered it all with my former ally Poland)
Thank God I had good soldiers waiting for them before I annihilated their 2 Stacks with
a General who later became the best General of the Motherland
Never mind, the odd thing is that even though there are no Teutons left,
they are considered a living faction
How can this be? I used toggle_fow to see if there were any left but
really there are none

Let us not forget how to behave Chivalrous - Chivalry is not dead.
It's due to their status as an emergent faction I think. Since they have no units at the beginning, they'd be considered destroyed by turn one. Or it's due to them having no Family Tree. I can't remember which one, but it's one of those, and it means they can never be destroyed.. Which sucks a bit of you're playing as Lithuania, since you need to destroy The Teutonic Order to win.
