By the way, can anyone explain me what are the numbers in the descr_regions? I know they are related to fertility, but what does each one mean?

That's a trigger from export_descr_character_traits.txt. What it does is check if a character is in a settlement and has not moved at all this turn, and if there's a tavern, there's a chance he'll get Gambling and/or Drink traits. The lines in red (not there originally) are an example of what you should add to make taverns educational.You can either modify existing triggers like the above, or add new ones of your own.
