When will Marius reforms begin?

I have RTW patched to 1.5. Some time ago, I used to play RTW 1.3 and when a city reached a population of 24000 and Imperial Palace was built, then Marius Reforms would begin. However I have conquered the city of Carthage and its population exceeded 24000 and I built Imperial Palace but no-reform has begun yet. Should I do something else or is that an error?

My other cities are under-populated. I made Carthage my capital after I built the Imperial Palace but it didn't work. I should have done that before I built the palace. Anyway I am starting another campaign in BI

No once you built an Imperial Palace in your capital, Marius Reforms begin whenever it is. But I forgot to make Carthage my capital before I built an Imperial Palace in it

I thought the Imperial Palace had to be built in one of the starting cities in Italy to trigger the reforms... could be wrong though, but it would explain why Carthage didn't trigger them

Isn't it the fact if 2 imperial palaces are built then the reforms begins? The Scipii got Carthage and built their IP there and i got Venice (Patavium but i renamed it) and once i built an IP there the reform begun.

No, once, I built an Imperial Palace in Carthage but it was my capital and the reforms began then.The city in which you build an Imperial Palace doesn't need to be in Modern Italy, it just needs to be your capital.

Build an Imperial Palace in one of your Italian cities, like Arretium/Ariminum. Once it's built, just wait a few years. There's no set date for the reforms, but if you have the palace, then all you need is patience, and all good things will come to you eventually.
