Default Do you always have to delete map.rwm file after changing?

I was looking at a thread about having William Wallace when a player plays scotland.
There was someone saying that after the change on the file, we have to delete the map.rwm file and start a new campaign.
Is the deleting the file required or can you just go ahead and start a new campaign and it will take effect?

After changing what exactly? Changing = Upgrading? Installing a mod?

Generally speaking you should follow the installation instructions in question and you'll be fine.
If you happen to change a file that is used in generating map.rwm then I'd say deleting it so that the changes can be incorporated sounds pretty plausible to me.
Best ask this question in the topic of the mod/tutorial in question and not out of context on the main forum...

it's just adding ";" in front of where it says william wallace will spawn only when AIcontrolled to disable that so I can play william wallace.

If you're not sure, I'd just delete it to be safe. The game will regenerate it at launch anyways - the only downside would be a longer loading time for the game to generate the map. I do the same thing with all the .BIN files in the /text folder even if I only edit one text file.

I'm still clueless as to why you are not asking this on the original topic which I believe is Please, make William Wallace available for the player. That information belongs there and should not be asked here out of context.

I assume you are using Windows. Are you familiar with the Windows search? The filename is map.rwm. Search your Stainless Steel folder for it and delete all findings.
