What is latest ESF editor version? Where is source code for it?

If anyone can answer to at least one of the questions, you are very welcome.
Specifics:
1.It may be that letest ESF editor version could be 1.4.5 available here

However I have read posts stating: there is some save errors in version 1.4.5 and "you" should use more stable version 1.4.3.
So, does this 1.4.5 version has bugs that 1.4.3 did not had? Or there is even newer version somewhere?
2. I intend to do little modification to ESF editor.
Specificaly I want to improve save game diplomacy edit view. In addition to already existing headers that display faction name under general setup screen I want to display faction names also on the node inside detailed diplomacy view. (I use it to cheat(force) peace deals with AI

)
I know technicaly how – the first integer value in details is ID of the faction defined in array two levels up. Since my change will have nothing to do with saving and modifying data, only with displaying the data in user interface, I am also confident I can achieve that.
But the question is:
Is the source code for latest ESF editor (if this is 1.4.5) located here https://esfeditor.svn.sourceforge.net/svnroot/esfeditor
If yes I see that there were no changes there since october. So this was the last time anyone has modified ESF editor?
