List of liberatable countries
Seeing as this question is asked at least once a day, here is what I hope is a definitive list of countries that can be liberated in Napoleon: Total War.
If I have missed one, please PM me and I shall give you reputation.
In brackets is the country that the city belongs to at the start of the game.
And in alphabetical order by country that is created:

Perfect.No liberable Ukraine, though minimum 3 provinces are ukrainian and Ukraine have completely lost it's independance after the destruction of Sich in 1775, 15 years before the campaign starts.
Damn.
Things are very seldom what they seem. In my experience, they’re usually a damn sight worse.

This makes me wonder if you liberate an Italian province into Italy and then for Venice and Savoy get the option to liberate them into their respective states.

Does Sicily and Venice count as Italian provinces in the above?

Yes, any area that is part of modern Italy today.

There's one at least from the Balkans you've missed, let me go on Nappy and i'll find it for you.
Actually, I have a mod that changes names around, I assume The Principality of Wallachia is Romania in Vanilla N:TW? At least they both are Bucharest.

Yes, Wallachia should be Romania.
Technically it's 30 years. But I agree. A liberatable Ukraine would be a nice addition.

Well, I believe that campaign should have started in 1790-1791, at the beginning of Revolutionary wars. My mistake anyway, it makes 30 years if the beginning is in 1805.Technically it's 30 years

Portugal
I'm fairly sure that's the case for all nations.Any major nation can be liberated by having its capital captured but only if that is the last region

Denmark is a minor nation.
