Yeah, that happens in IN and earlier. I've seen screenshots of 100+ strong stacks of pirates. Unless you can oust them witha 200 strong stack yourself, your best bet is to just ignore them. In many ways it's quite handy as pirates being there restrict them spawning elsewhere.

Ya I only have IN.
Oh well it will be fun building a fleet large enough to destroy them.
