    Default Question about government and government

    So far in my Roman campaign I had enough family members to have one in each city plus the generals who fought battles on the front. Now I've reached a number of provinces where I cannot do that any more. I have tried resolving this issue by training allied generals. This means that most of the newly conquered cities have a type IV government.

    What is the conventional way of handling a large number of provinces? Do I make Type II governments and pack them full of garrisons if I don't have any available family members or use Type IV/allied generals on everything I conquer? Should I leave Italy empty of family members and send them to govern abroad?

    Use your best governors in Italy to boost your income.

    Use your battlefield generals to govern border cities when not on campaign.

    Use the EB government system realistically. That's the best way to go.
    Client rulers everywhere are not really that good. They're expensive and use up FM slots so you don't get any new real FM's.

    And in RTW not every city has to be governed.

    I have many border cities to be governed and only a handful of battlefield generals.

    Only put them where they are really neccesary, and only when they have no fighting to do.

    I always put as much generals as possible in cities during the autumn to winter and winter to spring turns.

    During the other turns my generals - except for client rulers - are out in the field, unless they are needed in the cities for quell unhappiness or revolts or to raise a war tax.

    You mean you have forty legions out there?! Or are you using your FM as cheap elite cavalry?

    They are not fighting, they are just out of the cities.
    They may be commanding a legion, they may be patrolling or guarding a strategic spot. They also may just enjoy the summer in their role played country villa, away from the hot and overpopulated city (unless they have an office because of which they have to stay in the city).

    Use governors in cities with massive industry and/or ports, as well as mines. Also you can put some governors in cities which are suspected of civic disturbance. But on the whole I don't put governors in every city. I tend to advance realistically, so I use a lot of type 4, but usually type 4 is worth when you can gain some good local units

    I use type IV when I conquer large cities: Siracuse, Ambrakia (Epirote capitol), Massalia etc. This means I have about 7 allied generals out of 25 (male) family members. I have a family member in every city in Italy because they are all quite large and would have unrest and negative population growth if I didn't. The problem comes when an excellent family member dies and I have to replace him with a younger, less able governor.

    There are very few cities that don't go bad if I take the governor out.

    To be realistic, I will not put FM in each city as governor. Some city I only put some soldier to garrison.
    In italy, most city can be green on population and happiness even without governor if you pay attention to the buildings such as temple and areana. Don't just rush to economic and military building without balance the city development by culture and entertainment buildings.
    For subject area, I will not rush to setup type IV if this new conquered province is not peaceful enough. I will setup some basic auxilla MIC to provide basic local unit to replace the loss of Roma legion, and at the same time I can rest my FM in the board city without causing interlop.
    Once the front line rolling forward, the peace province can be transfer to type 4 goverment and only the center province with large population and important location will be upgrade to type 3 or 2 to settle one proconsul or propraetor. For the other adjencent cities, it will be keep in semi-independent as history.
    Try to controll the population of the city at a neccessary level by adjust the tax rate. This will help to reduce the required governer number.
