As Gallus ascended the Rostra, he knew everything was in place. He had let every one of his clients know of what he was to do today and he had asked them to spread the word. Judging from what he saw from the size of the crowd they had done an ample job. The crowd was silent, waiting for their Tribune to speak.
"Comrades! Fellow Citizens of Rome! Today I come before you to tell you the truth! I come before you to put an end to the corruption and the lying of the aristocracy."
Gallus smiled within himself. More people began to form making a massive crowd. Their interest was spakried by his opening which was exactly what he had hoped for.
"Since our Republic has fought overseas we have needed more and more land owning soldiers. As we have increased our distance to Rome those who own land must stay away for longer. What do they find when they come back? Nothing. There farms are absorbed into aristocrat owned Latifundia, termed "public land" by the Senate. The families of these poor souls are starving and without a home and now so is the former soldier! The beasts of the wild have their dens and their huts, they at least have a place of peace and refuge. But the men who fight and die for Rome have not but the air and light and they wander with their wife and children!"
Gallus allowed the outrage to set in.
"This is much the same with the average citizen as the aristocrats now take all the money accumulated from taxing the overseas Empire. Such is the corruption of the Senate that it has been flooded by aristocratic snobbery! Men that care only for their next paycheck and nothing for you, the people. Once we plebs barricaded ourselves up on the Aventine to demand our rights! We pulled the whole corrupt system down on the heads of the those who corrupted it! The time has come to show the aristocracy that we will not accept this tramping on our freedom! First we will take back the land, then the Senate, then Rome itself!"
Cheering erupted. Gallus grabbed a scroll from his secretary and raised it high like a monument.
"This bill will change the way you, my comrades, live. It will make Rome as a Republic more powerful and will help to end the arisotcratic power that has us all in chains."
Gallus opened the bill to complete silence.
"Lex Galla Agraria
I. That from this day forth no citizen of Rome can hold more then 500 Iguera of land (being owned or leased)
II. That all "public land" be divided up into lots of 30 Iguera and distributed to all consenting citizens of Rome who currently own no property.
III. That henceforth a citizen owning 400 Iguera or more must have at least 40% of their workforce made up of citizen of Rome.
IV. That no citizen may lease, buy or otherwise reposess any land owned by a citizen of Rome without the EXPRESS approval of the citizen himself.
V. Should a citizen defy clauses I, III and IV the punishment is redistribution of all owned property of that citizen to the people of Rome and exile."
There was silence. Gallus looked out on the crowd. Slowly they came to realize what this meant and they began to cheer.
"I will propose this bill to the Senate before the end of my term! Now you, my comrades, the people, know the particulars of this bill and you know that if the Senate denies it passage it denies you rights and that you will take the proper action to ensure that you recieve those rights!"
Gallus raised his hands.
"This is the new Rome! A Rome where the PEOPLE own the land!"
Gallus continued to raise his hands in triumph. The people cheered their approval yelling his name in affection. Let the Senate not pass it now.
