Default March of time + Strange occurences

I am fully aware that the late era bodyguards of the eastern factions are unlocked by the march of time event, which occurs once the Romans upgrade a huge city (besides Rome) within italy.

What does bother me however is, that it is now the year of 230 BC, and after having sent spies to check the Roman cities, it seems as if theyre not upgrading their cities by building the available governor palace buildings, an example would be Taras, which still has its greek governor building, and Rome is still possesing the same governor building it has in the very beginning of the game.

I played as the Romans before, and I think I have managed to get a huge city in italy by that time (It was Taras to my best recollection), hence why it bugs me. They seem to be expanding well into gaul, and have achieved the polybian reforms, after checking the rest of the buildings, it seems they are constructing anything but governance buildings (and seeing as they have conquered 'barbarian cities' like mediolanium, bononia etc, those cities are yet to be upgraded and romanized).

This bothers me as it makes me think that the march of time event wont happen and as a result, I wont get access to the late parthian bodyguards (The early bodyguards are fun as dual horse archers/heavy cavalry, but I would like to see them replaced at some point). Is something going wrong? or am I just being impatient?, could it have anything to do with the background script? Ive got no clue.

three more strange occurences are in progress, involving kart-hadast,Casse and the Sabyn Al Waljau, they have large armies, yet they are sitting around, doing nothing, casse have only conquered a single city, kart-hadast has only lost cities since the beginning of the game and have not tried to conquer neighbouring rebel settlements.

But the bizzareness of the Sabyn takes the cake, their capital rebelled (Ive never seen that happen in any total war game) and they have barely moved their armies, let alone attempted to reconquer it, or expand north up the desert towards babylon.

Could anyone explain these odd and unusuall behaviours of the AI?.

Taras doesn't count for the march of time. Basically, it's any of your starting towns besides Rome. I'd just keep waiting for them to upgrade. What always bothers me is when Capua gets to 23984 or something, then the population growth instantly goes to -2%. That always bothers me in my Baktrian games. I am not above adding population with the console to cities to speed up the process. The way I figure it, with Parthia or Baktria, you're helping out your rival faction as much as you are yourself, so why not. As long as you're not doing it way early, I don't think there is anything wrong with that, especially in a situation where I described.

Casse always sit around. They don't really do much. They'll eventually conquer Britain and not do much else.

Carthage, I don't know. Usually, once they lose Sicily and their Iberian holdings, they'll go after Ptolemy. Maybe they're just building up for a while first.

Saba, I have no idea, I've never had anything like that happen to me before. Maybe give them some money or something? I don't know, that's usually my remedy for fixing the AI, I just give them large amounts of money.

Similar things have happened to me.

Baktria has loads of stacks on the border with the Seleukids but do nothing. The Casse have conquered all of Britain, have even built the ports necessary to builds ships, but just sit there (I was told they spawn a stack in Northern Gaul if they united Britain, but I missed that).

Factions do just tend to stop from time to time.

you can actually get the reformed parthian bodyguards by building the reformed government building.

    Nope.
The reformed government must be implemented individually for every province. It won't change any unit, it only unlocks buildings (e.g. factional barracks).

what i meant was that once you get ONE reformed gov building, you get the late bodyguards. it worked for me. i'm playing on version 1.2, by the way.

It seems the Casse have finally conquered their second city and it seems they are well on their way with a 3th one being beseiged at the moment, Still A carthaginian army is standing aimlessly near Sala doing nothing for ages, same for sabyn with Tamane (Even after teleporting their armies to stand right in front of these cities, they refuse to attack, Very odd, but I guess Ill have to wait and see).

But the main issue regarding the march of time, so I guess I should give the Romans trade rights, money, and maybe even help them with population via console? since it seems like their population is decreasing exactly as you described it, and theyre not going to upgrade their cities any time soon.
Also, are the late era bodyguards melee only? or also dual horse-archers/cataphracts?.

    Thanks for your explanations.
