Can't upgrade some settlements
I'm pretty sure that I don't get this with vanilla and I'm pretty sure this happens only when I play as Rome. So sometime ago I was play as Rome and I got notified that Capua is expanding. So I tried to look for a Pro-counsil's palace or anything similiar from the construction menu. I coulnd't find one. I was like "whatever" and kept playing. I was able to upgrade some towns but then this happened with one or more other settlement(s) and decided to start a campaign as some other faction, since I was getting tired of the huge squalor in my best towns. Recently I started a new campaign as Rome, and Capua expanded again but I - once again - can't upgrade it. Does anybody else experience this? Would someone help me, please?

Certain buildings require another construction to be present. For some governmental buildings I think the condition is one of the market levels. Just open the buildings panel and put your mouse over the buildings. You`ll get a text with what needs to be accomplished first.
