Default Adjusting the base growth rate of a settlement

How do you change the base growth rate of settlements?
For example, the RM3 mod has very high growth rates compared to vanilla, how would they have changed that?

This isn't including buildings like farms and such.

Lower the base farm value in descr_regions (it will also affect income).

Ok, I'll give that a shot.
    Thanks. ^^

Oh, and I'm aware farming effects income, but thanks anyway.
