Democracy is beautiful in theory; in practice it is a fallacy.

You can. It just takes willpower and practice
Could you give skeletons with helmets at the highest level of armor helmets? Borrow a few elements of the models (Kislev, Empire, Chaos)...
Will you change the zombies? Can you improve their models? You could borrow this and that from other models ... that looked more like just a zombie raised from their graves ...
Master engineer, or at least one of models representing him, looks like this

so i think that he would be much better to represent the concept of pistol/1h weapon, becouse the new unit (elders) look so close to ironbreakers that you may confuse this two units winch may make chaos on battlefield. Also it is not very interesting to have 2 or 3 units winch look nearly the same.
I agree with you. skeletons wore rudimentary armor. zombie like orges unit. I think zombie very fat and funny not scary. can you make it really scary?
one more thing, can u make a werewolf unit?
like this or something like this

Goblin Fanatic.
It may not have proper animation, but what of it?
Animations let that be a standard like any other infantry. It would be enough to treat them as trolls.
16-32 Goblins 2HP, the ability to expel the air like the trolls (or Black Orks). This is the most important essence. To broke ranks and cast out into the air (small amount). It was supported by a Night Goblins.
In here , they said :"The Stirland Free Foresters are a famous mercenary regiment originally recruited during the great war against Chaos as state militia. After the war, they decided to carry on as mercenaries instead of disbanding, and their fearsome two-handed axes are employed throughout the southern Empire and the Border Princes."
I thing that the Empire have a two-hand axes unit is a good ideal

Zombies need a darker Green color.
Also Ghouls, or whatever their new name is in the latest book for vampires.
There is a sub-mod for that:

You can download what skin you want for the Zombies.

Check these, there are lot of interesting mercenary units!
I agree with von carstein, there should be more skelly variations and armor. Maybe skeleton pikemen or graveguard archers? Vampire counts are seriously lacking high tier archers.
Instead of creating a futuristic rifle unit, you can go back to Army books.
This little trifle.
Vampire Counts, Armybook, edit.6, p.78.
Crossbowmen.
It's not even about creating some new models, etc..
Suffice for a new texture unit crossbowmens available in other regions of the empire.
Another interesting unit
