Why Does Everyone Want Military Access!?

Trying to play a campaign as the Austrians, and this one little detail is getting annoying.

Every time I offer someone for trade rights, mutually beneficial, nothing to lose, this always happens:

Me: "Hey there Prussia/Saxony/Wurtenburg/Whoeverthehell, want to trade with me? We'll both make money out of it. What do you say?"

Prussia/Saxony/Wurtenburg/Whoeverthehell: "Wait wait wait! Forget the trade completely! We demand you give us complete and unending access to your lands so we may litter your countryside with our troops! In return we shall make the single payment of a very generous 500 marks."

Me: Whoa whoa whoa, I just want trade dude! Tell you what, you give us trade, plus a measly 350 marks (I can't even build an improved farm with that amount let me tell you), and I'll give you 5 years of access to my land, no wait make it 10. I feel generous today."

Prussia/Saxony/Wurtenburg/Whoeverthehell: "NO! THIS IS AN OUTRAGE! HOW DARE YOU ASK US FOR SUCH A THING! IT'S MADNESS! A COMPLETE INSULT! WHAT NEXT, MY FIRSTBORN!? GET THE **** OUT OF HERE YOU PIECE OF DONKEY EXCREMENT BEFORE I DECIDE TO RUN YOU THROUGH!"

Because for some reason the CAI seems to have been coded to place a high value on military access... Supposedly the AI will NEVER attack you if they have military access to your lands, so it's a major exploit to give it to them. As for the question of why they would logically want it? No idea, just one of Empire's quirks unfortunately. Some countries are coded to place a high value on a certain province, Austria really wants Rhineland and Russia really wants Ingria and Crimea, and they won't leave you alone diplomatically about it either...

That's what I'm seeing on the Darthmod forums, they're saying it a core issue in the vanilla game that modders don't have access to in order to fix it.

Think about it in real life terms. Military access gives nation X unprecedented and unregulated access to your lands, they are free to do whatever the hell they want to do and there isn't a damn thing you can do about it; short of going to war or cancelling military access which will probably lead to war anyway. They can march all their troops through your lands and treat you like a subject province really, I wouldn't give them access ever.

It's interesting how that can make or break negotiations. As the Ottoman Empire, I was launching a massive war to capture Spain from the United Provinces. Problem was that Prussia was allied with the United Provinces (and with me). The Prussians joined the war on the Dutch side, whereupon they discovered the ten armies I had stationed on their borders. Half their territory fell in a single turn. However, I had no real interest in Prussia; the invasion was simply to knock them out of the war. So I offered them all of their territory back, trade rights, and military access. In exchange, all I wanted was military access.
As some testing proved, this was the key problem; they didn't want to give me military access, despite my reasonable turns. I think this actually had to do with the fact that some of my armies marched through their territory to reach portions of my territory from which to attack. It didn't matter in the end, except that I had to commit my armies to crushing Prussia once and for all.

Well in rome they could just walk on your land and then backstab you (same in medievall ii)

Since that's not possible anymore, they want military acces, so they can backstab you then

I use it to my advantage. I give them unlimited military access for 5 turns of it, they snap up the deal(even though my armies are at their border), and I walk my army in front of every city and when the 5 turns are up, I'll do this:
Mughals(So far I have only done this to Mughals):Idiotic European! Get your smallpox infected swine off that land which I won 300 years ago!
Me: I am really sorry...
Mughals: I give up... But your scabby whities shall just have to suffer, unless they stop infecting my god damn people!
Me: Well... I'd just-
Mughals: Say by bye bye to your English troops! Nothing can beat us besides the Marathans!
Me: Thanks a bunch!
