There are two ways
1, Non-missile

Now this non-missile unit will have skirmish-ability. Either set the class to missile or skirmish(although I heard there is an AI-recruitment problem if it is set to skirmish)
2,Missile

Removed the "prec"-line of the primary weapon. Now this legionary are an elite skirmisher(despite that the class is heavy)
This applies to both infantry, cavalry and chariots. You cant have skirmishing elephants though![]()
Thank you very much. That helps a lot (got almost crazy).
So if I either add or remove PREC attribute for the primary weapon (if it can be thrown or shot) the unit will be using either skirmisher mode or not ?

Correct. If you remove the "prec" the unit will skirmish(and the skirmish-buttons on the battleinterface will appear). If you add prec it will not skirmish.So if I either add or remove PREC attribute for the primary weapon (if it can be thrown or shot) the unit will be using either skirmisher mode or not ?
