how to increase the aggressivity of rebels

i want to make rebels attack city more active when the army in a city is less enough,
so what shall i do ?

what if the Papal States ?

Because I want see the Papal States become an agressive faction like other factions who expand teritorial

that is easy longbownen simply change family tree from no to yes desc_sm_factions, this changes thier AI settungs
and generally speaking about Rebel aggressiveness look in mini mods there are many which do this and all make sur in your desc_strat rebels are set at war with all other factions ( some mods have forgotten this step) you can also directly try and modify the diplomacy .xml too~

i have tried to change desc_sm_factions (family tree papal states=yes), but the Papal States still no aggresive, only hide in forest..
